Vintage Firemans Hat Badge Scottish/British Commander Metal W/Brass Pins

I recieved this hat badge in a collection of WWII medals and badges. The gentleman I recieved it from was a veteran of the war. I believe it to be Scottish or British, and the single axe upright seems to represent a Commander. That's all of the info. I could gather from research. Note: The discoloration in the photos is a shadow. The finish is bright and undamaged.
